Mr. Barr was born in Atlanta, Georgia on November 18, 1951.

He graduated from Ball State University with a Bachelor of Science in 1974 and attended Indiana University School of Law - Bloomington where in he obtained his Juris Doctor in 1977.

Mr. Barr was admitted to the Indiana Bar in 1977 and is also admitted to practice before the U.S. Court of Appeals, Seventh Circuit; the U.S. Claims Court; and the U.S. District Court, Southern and Northern Districts of Indiana.

He is a member of the Brown County (President from 1985-1987 and Secretary-Treasurer from 1991-the present) and the Indiana State Bar Associations.  He is also a member of the Indiana Trial Lawyers Association.

Mr. Barr was the Brown County Chief Deputy Prosecuting Attorney from 1979-1990 and a Brown County Public Defender from 1991-1997.  He acted as Counsel for the Area Plan Commission, Board of Zoning Appeals from 1980-1993 and for the Township Trustees from 1991-2010.

Mr. Barr is a registered Civil and Family Law Mediator as well as a Certified Family Law Specialist.

Mr. Barr currently resides in Brown County with his wife April.
